Chat dock taking up whole screen cant reset UI

Hello, Im having an issue where I will close OBS and when I go to reopen it forgetting I dont have my phone that I use as my 2nd monitor for chat plugged in the chat box comes up on my laptop screen Fullscreen without a window so i can exit it and i will try Alt+v but it will make the windows noise for not being allowed, I have also now for the first time the chat box wasnt fullscreen but still no window so I reset the UI and at first it worked but when I exited OBS and reopened it it appeared as it was before and I will reset the UI and the chat box wont resize now, oddly enough after manually resizing it for a few seconds the window part popped up. Can anyone help me fix this please Thank you in advance!

You can Alt+F4 the dock window to close it, or press Alt+Space, S, then use arrow keys to resize it.
